Summary

Add white GPS trackers for citizens, when they are wearing scuba gear, that can be seen by PD/EMS.

(PD and EMS trackers will not be changed)

Reason

Moderns divers use GPS locators, similar to mountain climbers, to ensure they can be found should something go wrong.

Adding tracking to worn scuba gear will have a few advantages

• Increase value/decrease risk of scuba to encourage more use
• Enhance EMS roleplay by simplifying search and rescue
• Balance the "send it into the water" tactic of escape by eliminating the ability to simply "swim deep" to escape

Swimming without scuba gear will be unchanged.

An alternative to this would be... if in a PD/EMS/FIRE boat, swimming players in a radius would show up on the mini map... kind of like a fish tracker.
