Few Suggestions for Potential Non WL/Job locked activities for Cayo
Sand Sifting Sand Sifter - Item sold at Mega Mall
Walk up to places in the sand on Cayo Perico Beaches and "sift through the sand" with options to find gold nuggets, sapphire nuggets, etc. Little metals and whatnot. Bring these to the Smeltery to forge into ingots/gems to sell. Could add "shells" that could be sold at the vespucci pier.
Metal Detecting
Same thing sort of as Sand Sifting. Get a metal detector, bring it to the beach and find various metals, jewelry, maybe a knife, etc. Do whichever you need to do with it.
Could also maybe bring some fruit picking her as well similar to what we have in Paleto?

I love the idea of metal detecting and sand sifting! I'd love for it to be able to done on all beaches though, not just Cayo but perhaps Cayo has a chance at better loot.
This could also be added with 'gold panning' which would allow you to go to a few rivers and pan for gold nuggets which you can then smelt into gold bars when you have enough.
Hiiii! Can i actually suggest instead of an NPC that this could instead be a business that could be owned where u buy your gold pans and metal detectors from a business and u can exchange some of the special things u find there like a pawn shop?!?! I know alot of people have recommended pawn shops in the past. I would love to make more parts of the city less NPC/store based and more RP based.
Otherwise i LOVE this idea and i really love the thought of going gold panning with friends
Fishing and Metal Detecting sounds amazing!!! I dont like the idea od having to go to a process for them as we see the issues with arcade now. they are never open (unless they are open more often in US time zone)
I heard a comment from someone who works there and they said they cant be bothered to open store as there is no real profit from the pills anymore so if that is the same for a new process/shop then we will hardly see it open?
