Hitman Burner Phone
Summary: Add a hitman burner phone item that creates a PVE hitman activity. Instancing an illegal short staged random encounter, that has an illegal item + cash reward at the end. Giving more heavily repeatable content to the server.

Kill POI/Hostiles in the circle area and loot the body |
[Step 1] - Burner Phone loot sources stemming from crime
House robbing, chop, etc.
[Step 2] - Kill area where rng ped/peds spawn
Person/Persons of interest show up as a red circle in the area on the minimap chance for the POI to become hostile toward players, creating a scenario in which they shoot at them.
[Step 3] - Killing and looting the enemy/enemies
Have the looting action net, a reward, or rewards Loot Pool Example: x amount of Attachments, Cash, Jewelry of any kind, Class 2 weapons, random PDM car costing $30k or less, etc.

This would be good to funnel police interaction and create some conflict with the activity
This is a rough outline of an interesting NEW activity that can be added and tied to a NEW item. You could go more in-depth with it by having a messaging system where it gives a basic description of what the POI looks like etc. But even a fairly light implementation on the burner phone would be amazing.
This could have additional variations where Step 3 is replaced with, Intercept NPC drug deals, NPC hideout, NPC gang area, etc.
Situations, where players kill NPCs, are few and far between and are not treated as content "for the most part". Which in my opinion is a severe missing component/flaw with the overall design of the server when it comes to live-servicing the RP sandbox. I feel that we don't have enough NPC/PVE interactions that incentivize player interaction. Yes, it's an RP server but at the same time, there should be a few activities that supplement content and drive player interaction. It would be great to have situations where players kill NPCs for something to gain and cops get involved. Things like this would drive more player interaction overall and be another thing for people to do. Activities like this are what I feel would increase player retention which is the end goal.
