Change way cocaine effects you

Assurance: Have you read through the rules from the README.md file in the root folder of this GitHub repository? Yes.

Summary: Change the effects that cocaine has after it is snorted so that people can RP being addicted to it without getting hurt every single time they do.

Reason: As it stands there aren't too many hard drugs to be 'addicted to' in roleplay. The only main hard drug that doesn't make you trip balls is cocaine. With the current effects of it hurting you (even if you only snort one bag) it makes it pretty hard to roleplay out an addiction to the drug. With the new OD system we have in place, I'd like to suggest that cocaine no longer hurts you when you've only taken one baggie. Instead I would like to suggest that if you take a lot of bags of cocaine in a certain timespan then you are given negative effects and even damage/death over time. This would mean that snorting cocaine in RP would actually make more sense and you wouldn't have to be using first aid kits when you just had one hit. This could also mean that cocaine is more viable in an illegal setting to be used to run faster instead of green apples and coffee.
