Copy signature isn't getting the latest saved.

To reproduce:

1. Open existing signature.
2. Use copy to clipboard functionality, examine.
3. Modify signature and use ctrl+s to save.
4. Use copy to clipboard functionality, note it doesn't carry the change.

Two things

• Add a button for "copy latest released signature" if appropriate
• Keep the button for copying latest draft/saved version
