Accept cultural exchange requests / forward messages to Telegram

Self explanatory, function to check for new cultural exchange requests and accept them as soon as they arrive. And alternatively, if there is no room for either party, automatically decline the request. It would also be good to send a Telegram notification if a cultural exchange request is accepted or declined, as it will most likely mark the mesages indicator as read (there might be other messages as well)

To take this even further, the function could check for any new messages and forward them into Telegram as they arrive.
