The chart tooltip remains hidden when the component is positioned at the top (or any position except bottom) of the screen

Description

We are using igc-dockmanager, where the chart component will be at a different position every time. So, whenever the chart is at any position other than the bottom, the tooltip is getting hidden.

• igniteui-angular version: "13.2.4"

Steps to reproduce

Hover over the lowest point of the chart

Result

The tooltip remains hidden.

Expected result

The tooltip should be visible.
