the time selector should center the currently selected time

When editing a start/end time that was previously set, the selected time appears at the end of the scroll instead of centered.

We are in the process of rewriting the frontend for tasks. Any outstanding bugs and enhancements for the old interface will be taken into account as we implement the new design.
