Cities with default name are not saved.

Steps to reproduce.

  1. Go to Data management -> Cities
  2. Press the 'Add' button.
  3. Don't change the name 'New city' and press 'Accept'.

Result: the message to createCitiesService.php is never sent, so the city is not saved and the user doesn't receive any feedback (neither positive nor negative).

Should we deprecate Cities now that we don't use holidays based on location anymore?
