Overridden vars differ from view and generated file / Host Override in Template does not work when using service sets

Steps to Reproduce (for bugs)

ServiceSet is defined with Services

Services have vars set eg user=Lisi

Template A has serviceset with a service var eg. user = Chris

Template B imports A

host imports A

Icinga director shows inherited chris but renders lisi as icinga config file

Your Environment

• Director version (System - About): 1.8.1
• Icinga Web 2 version and modules (System - About): 2.8.3 / 2.9.2
• Icinga 2 version (icinga2 --version): 2.13.2
• Operating System and version: Ubuntu 20.4
• Webserver, PHP versions: apache php 7.4

Update: the config files seems correct but the way icinga2 applies the vars does not match the way the director shows the "inherited" text.
