When a vehicle actor moves and is killed, it still moves for a moment.
An actor should instantly stop moving then it is killed.
Ill make frozenondeath grantcoditionbeforedeath. But then we need to basicaly emp-freeze actors by disabling their traits while in that state
This is intentional at an engine level to avoid actors sitting part way between two cells, which has undefined gameplay consequences.
The thing is I don't mind that an actor still moves a little bit after being dead. I know it's an engine limitation and it needs to end moving in the center of a cell. However, right now, it just moves until it disappears without any stop point
