Publish Packages to GitHub Package Manager

The code was split up but it isn't currently publishing

These are currently published to NPM manually - let's get a script that runs lerna publish from-package, rewrites all the @aquarius-bot/ strings to @ianmitchell, and then publishes them to the GitHub repository system again. Think it would be a fun Publish action to have
