Option to add delay before launching app

I need to auto-start an app that automatically signs into a server but if there is no network connectivity requires me to sign in. The device takes a couple of seconds to connect to the wireless network. Therefore, I have to sign in manually every time the device reboots. Is there any way to add delay or require the device to be connected to the network before launching the app?
