Characteristic Categories should be serialised as Ontology Annotations in ISA-TAB

In the ISA model Characteristic Categories are OntologyAnnotation objects. However, only the term is serialised (no IRI and Ontology source serialisation) in ISA-TAB

This should be implemented to uniform the two formats
