Node Description modal not appearing after dataset is reloaded with ‘Refresh’ button

Describe your issue here. The Description modal on the right side of the window does not reappear if it is closed first and then the dataset is reloaded using the ‘Refresh’ button.

Environment

   * version of CRviz? 0.3.13-dev
   * which browser and its version? Chrome Version 77.0.3865.90 (Official Build)(64-bit)
   * versions of the following (if known and/or applicable)
   * node.js 
   * RxJS
   * D3
   * Docker

Steps to reproduce

Tell us how to recreate your issue.

1. Spin up latest docker image
2. Select ‘Sample: 1400 node’ dataset
3. Group by role.confidence
4. Click on a cluster to zoom, click on a node and observe the Description modal on the right side appear with data.
5. Click the “Refresh” button under the Data tab
6. Click another node, observe the modal content not changing.

Expected results

What did you think would happen? The Description modal on the right side should update to the latest node clicked.

What really happened? N/A
