View restricted study does not work properly in v3.6 if dv unreleased -any contributor can view metadata. Not if dv is released.

This was found by a user.

A restricted study in an unreleased dv can be viewed by a contributor to that dv even if they're not the creator but not if dv is released. Deaccessioning seemed to achieve the correct state.

I don't expect this to be fixed in v3.6 but recording as an issue.
