External annotation, commenting or reviewing of resources and metadata
I just noticed the following desired characteristics in the COAR Community Framework for Good Practices in Repositories (https://doi.org/10.5281/zenodo.4110829); cf.:
5.3 The repository supports external annotation, commenting or reviewing of resources and metadata.
I guess the Guestbook feature already supports some of these desirables. Would it be useful to support more general external feedback, annotation, commenting or reviewing of datasets and files in Dataverse? If so, could this be done with a (tighter) integration of tools like hypothes.is (https://web.hypothes.is/)?
https://data.qdr.syr.edu is already integrated with hypothes.is. @qqmyers and @adam3smith can probably give you more details.
There's a note at https://github.com/GlobalDataverseCommunityConsortium/dataverse-previewers that says, "Note that the Hypothesis annotation previewer assumes a custom mimetype and may not be useful for most Dataverses (contact QDR for more information)."
A vanilla installation of Dataverse has a "Contact" button, at least, if that helps. There's also the Private URL feature, which could help with reviews. Finally, like you said, a Guestbook can be added to gather feedback.

Also, if simply reviewing resources (data files, I guess) and metadata is in scope, we could probably argue that the Private URL feature helps with this for external people (people who don't have accounts) who are given the link: https://guides.dataverse.org/en/5.12/user/dataset-management.html#private-url-to-review-unpublished-dataset

I'm happy to talk about this, but I'd note that we support annotations as data, not annotations of data/metadata. See https://qdr.syr.edu/ati for what we're doing with hypothesis
