Support IGSN IDs

Overview of the Feature Request As presented at the last Dataverse, DataCite now supports IGSN identifiers, identifier for material samples. Dataverse should be able to use these identifiers, leveraging the existing workflow for DOIs.

What kind of user is the feature intended for? (Example users roles: API User, Curator, Depositor, Guest, Superuser, Sysadmin) Depositor identifying samples

What inspired the request? Need for repositories to use IGSNs rather than DOIs.

Any brand new behavior do you want to add to Dataverse? Ability to register a PID providing service for IGSNs.

Any open or closed issues related to this feature request?
