Globus Multifile Download Broken for Draft datasets, confusing messages

During further testing during Dataverse-Globus app development a bug in initiating a Globus multifile transfer was discovered. It affects draft datasets. It was also noticed that some of the dialogs when invalid files were selected only indicated that the files were restricted (or embargoed) and not that they may not be available for download/transfer due to the fact that they are only Globus accessible/are not Globs accessible respectively. It was also noticed that the Zip Download option was visible when the dataset only contained Globus accessible/non-Dataverse accessible files.

What steps does it take to reproduce the issue? Create datasets with a mix of public/restricted files that were transferred via Globus or uploaded directly and try out the various combinations of downloading from the Dataset Access menu and file table Download menu.
