Datasets created Via Template are not indexed
What steps does it take to reproduce the issue? Create any dataset via the UI and a template. The draft is created successfully but it is not indexed

What happens? created draft does not appear on home page

To whom does it occur (all users, curators, superusers)? anyone who can create a dataset

What did you expect to happen? I expect the draft to be indexed/findable
Which version of Dataverse are you using? current dev
