Get Analytics HTML Use Case

Create a new use case to get the analytics.html file of the installation. See Dataverse Guides.

Talked about this with @g-saracca and there are still some decisions to be made about what is needed for this use case. The analytics.html file may custom information for the installation such as theming and other javascript, which isn't relevant to the SPA analytics. A more React centric approach may only need the google analytics id from the Dataverse installation.
Since this isn't a priority feature or nice to have for SPA Q3, I am returning it to the backlog.
