IPPL reference/citation
Currently when we cite IPPL from Zenodo (https://zenodo.org/records/10878166) it has just the Github usernames/names, no proper names, which does not produce a nice citation. Should look at making a new reference for IPPL.
When updating we also need to enforce the rules qualifying for being on the author list.
Proposal: A contributor to IPPL is a individual that have made significant contributions to IPPL and committed to master in the last 18 months.

@srikrrish we need to discuss this matter next Monday
Next week I will be in the parallel-in-time conference in UK and hence won't be joining the Monday meeting and IPPL meeting but yes we can discuss it on Monday the week after.
