Rework intermediate buffer for getting port values

For the implementation of the scenario verifier it was needed to be able to have an intermediate buffer for port values besides the IO buffer. This is currently implemented in componentvariablefmi2api as a buffer for the given scope. This is should be reworked and optimised for better performance.
