[roundup_block] shortcode: has anyone ever used it?

PR https://github.com/INN/link-roundups/pull/117/ was opened for 0.4, after the WordPress MailChimp Tools submodule was created. It was never merged; the docs were never added.

  • [ ] can we remove the [roundup_block] shortcode and its associated JS?
  • [ ] Should we keep it and its CSS and JS and just make it into a Gutenblock?
