Revisit packaging and dependency management with poetry

Please describe your :rocket: feature request. We should revisit packaging and dependency management with setuptools instead of poetry. At the time of setting up poetry, packaging in Python with setuptools was in a transition phase where a lot of things didn't work properly. Now it is pretty stable and it would require way less overhead compared to poetry
