Redo the Cost Center end-to-end tests

Once the migration of the end-to-end tests to Playwright is merged in (see Issue https://github.com/IMA-WorldHealth/bhima/issues/6976), the new cost center tests will need to be redone:

• Most costCenter tests have been migrated but have been disabled (skipped) because cost center creation part has problems. Chosing the Allocation Basis does not work. It probably needs to be reworked into a dropdown selection template and a corresponding component for selecting the allocation basis.
• The E2E tests for allocation basis keys need to be migrated from test/end-to-end/allocationCostCenters/distribution_key.*
• Note that the old test/end-to-end/allocationCostCenters/* tests were abandoned part way through the development of the cost center coding and do not make sense with the current version of the cost centers code.
