Updates for the [OHADA] Balance Sheet

Bug: Not sure why, but with the Vanga dataset, NaNs are showing up in the data for both the current fiscal year and the previous fiscal year. In any case, if the data for the previous year is not available, it should not be shown as NaNs.
Suggestions
- Fix name: [OHADA] Balance Sheet => OHADA Balance Sheet
- Should the word "OHADA" appear on the report?
- There is a "Notes" column with numbers which seem to be for an explanatory note. But no explanations are given at the bottom of the report .
- In the image above the labels for each column are not separated by vertical bars. This is probably a stylistic decision. But in my opinion, I think it makes it a little harder to associate the label for the column with the data underneath it. Again, if folks are happy with the way this looks, there is no need to change it.
- In this report, would it be a good idea to indicate that this is for the "FISCAL" year (not the calendar year)?
As you have discovered, none of the OHADA reports will work at Vanga, as Vanga doesn't formally do OHADA (yet).
One thing that isn't clear - the notes are for someone else to fill in, not in BHIMA. It's denoted in the OHADA spec that way. Apparently, the accountant is supposed to type up and accompanying word document explaining what this report shows and why, providing references in the "notes" column.
I wonder if we should add an Enterprise setting to enable OHADA reports (actually whether or not to display those menu items). SInce some sites are not set up for OHADA, why see those menu entries?
I thought it was a bug to fix, but I think for the moment we can only disable access to this report for VANGA users while waiting for them to switch to OHADA accounting
