Update Employee Registry to search for employees with debts

Update the

Human Resources > Employee Registry

page to add an option to the filter that would only list employees who are in debt to the hospital/project. With this option, the amount owed would be listed an additional column. Note that this is not one of the current columns and would require an update to the underlying SQL queries and and addition of a new column for that purpose (likely hidden by default).

Purpose: Allow Adminstrators to easily review which employees are in debt.
