Fixes issues with unavailable form_msg_file_size_exceeds string in its render(...) function which caused issues with for example ILIAS HTML Learning module file upload.

@chfsx This PR touches the legacy "Form" component, which currently lacks clear ownership. Since the change primarily relates to "File," would you be willing to shepherd it?

Thanks a lot, I rebased and resolved conflicts: https://github.com/ILIAS-eLearning/ILIAS/commit/6515f6fbca5bcf650fe6b67555373c00fb557713 and picked to release_10 and trunk
