Clean up removal of catch_write_events

This PR cleans up the removal of the catch_write_events table, see 44940 and #9467. This touches on a handful of components which used methods that wrote to that table through ilChangeEvent::_catchupWriteEvents and indirectly through ilChangeEvent::_recordReadEvent.
