ILIAS 10: Add Contact privacy paper

This PR provides a PRIVACY.md file for the Contact component.

I removed the Bug protocol since this is takled here

@mjansenDatabay Currently OSD Notifications are not deleted on user deletion since their are not tracable back to the user after creation (similar to mail contents). I Added this information to the privacy. Do you see this as an concern?
