Consider repositioning or removing Image API REST patterns document

I had forgotten that the very DRAFTy https://iiif.io/api/annex/rest/ "RESTful Management of Source Images on a IIIF Server" is public. Although marked as a draft I think it doesn't make its status clear enough (a possible implementation approach, limited to Image, not an "extension"). I think we should either make its status as an implementation note much clearer or even consider removing it entirely. @azaroth42 @jpstroop
