3W in emergencies - Configurable indicator/activity per emergency

User story

Based on the Ops Strategy, there are key indicators that will be monitored by PMER (based on the activities that are mentioned in the OS). So those are the key activities of the operation. Those are the indicators FDRS/PMER is currently asking for in their Kobo form. FDRS/PMER want to be able to configure the 3W module in GO that only the activities/indicators are shown which are important. Users would still have a functionality to add “custom” indicators/activities .

Description

This could be an option to customize the list of available activities for each emergency. The list of available activities could be managed (by the admins) on the admin page by selecting the required activities from the default list of activities. The user still would have the option to add Custom activities.
