Rename Fields or Options on 3W for Type of Operation / Programme

As I draft 3W guidance I've noticed—and had confirmed by users on my team—that the language we use for the Type of Operation / Programme is confusing.

• Operation Type can be Emergency Operation or Programme
• Programme Type then reuses the term, which could then be interpreted as being a nested list inside the Operation Type - one user explained that if she selects emergency operation, it then seems counterintuitive that she'd still be asked what the Programme Type is.

Recommend having a discussion around changing either the value in the Operation Type to something else, or renaming the field Programme Type to something else, to avoid duplicating the term.

@JonathanGarro is this still relevant given the many changes to 3W since? Should it be transferred to the go-web-app repo?
