Countries on Admin page - divide reference data and editable country data

Is your feature request related to a problem? Please describe. Currently Country pages contain lot of reference data like name of the country or bounding box coordinates that should not be editable for any users, except superusers. This proposal requests to separate country reference data or to make these fields non-editable to admin page users. The update of the reference data should be available only for super users or could be editable in the database only.

Describe the solution you'd like Reference data fields:

• Name
• Type
• ISO
• ISO3
• FDRS
• Region
• Centroid
• Bbox
• Independent
• Is deprecated
• Country ID of Sovereign State
• Disputed
• WB population
• WB year

These all could be moved to 'Country reference data' pages, which could have separated admin permissions.
