3W: Sector and Tag functionality refactoring

We need to make sure that individual tags and sectors can be disabled in the future without breaking the system. @frozenhelium - are these tags and sectors in a resource file or part of the code? My vision is that we could from the backend add/edit sectors and tags, and they would have an attribute which defines if they are visible in the new 3w form dropdown (if they are disabled)

@lauripynnonen Currently it's part of the code, it was so even before we started the 3W. So, We won't be able to disable them with the current implementation. We can change it to be dynamic to behave that way. It'll be a major change and we also have to note that the're being used in other part of the GO as well.

Sector and tag lists are still hard coded, can't be edited on the admin page.
