Add reports to open alers if any with mathcing health risk number exist

Discuss when a new report should be added. Should timeframe be ignored so that every report that fits the healthrisk and distance criteria will be added to the open alert? Or should every new report also fulfull the timeframe criteria compared to reports already connected with an alert or comming in later

After discussions with @RebeccaBushby, it was decided that reports on the same health risks are added to open alerts, unless it false outside of geographic constraints. I.e. timeframe constrainsts are ignored on the rule
