SMS reports from unknown numbers treated as success

Describe the bug There are several examples in the dashboard where SMS reports from unknown numbers (i.e. unregistered data collectors) are being perceived as successful messages (and this is carried into the excel when exported for analysis, making analysis difficult if relying on "status" as an indicator).

Expected behavior Ideally, an SMS from an unknown data collector should be registered as an error, even if the SMS format is correct.

Note that the reports are counted as "0" in all columns.
