Send performance reports to Data Collector

As a data collector, I want regular feedback on my performance - e.g. how many reports I have sent the last week. The system should send pre-defined performance reports by SMS, customized per data collector.

@esp0 I think this should be done in Reporting. Analytics is only a consumer of data?
