Human health risks should require information on age and sex

Non - human health risks (i.e. fire, flood) only require a single digit in the report. This needs to be validated. In adition, we should support the same scenario if the rest of the digits are zero, so in a single case report, it should be possible to write 3 # 0 # 0 if 3 is for flood. If the health risk id is related to human health, sex and age are required as they are today.

Investigate if the required information is on the health risk and add if missing (maybe create a new issue for that)

At the moment it does not seem possible to differentiate Human health risks from non-human health risks, @Velcrow81. I would opt for a general cleanup in the Read project in Volunteer Reporting.

The result of this issue might be that we need to expand health risk to include enough information so we can use it to validate properly. If that is the case, you can create issues for that and solve that first so it can be used to solve this issue. Makes sense?

If we want a way to seperate the health risks into two types, then we would need to make changes to health risks in the Admin project as well?

Seems a bit cumbersome to split health risks into two subtypes if we just want to be able to have a way to distinguish the two. Are there any other properties that are unique to either one type of healthrisk? @Velcrow81

Maybe just add a bool IsHumanHealthRisk or something like that. When I started to look into this I was shown this documentation for human health risks and it can be used to determine what needs to be added: https://cbsv2.slack.com/files/U6NM52WNM/F78TSSDAL/cbs_diseases (you must ask for permission I think)

I think having a working human health risks is good enough for Friday test. I suggest to downgrade it to low but keep it in the MVP. I think we have other issues on top of the list for Friday test.
