Run axe analysis on populated report

Currently, the axe analysis runs on a newly created report without any data. This report does not have any metrics, sources, nor measurements. More coverage should be added by running axe analysis on a populated report.

This probably includes logic for clicking around, running multiple times, and combining axe report data.
