Add multi-scan button to the "accessibility assessments" view #3032

design changes for multi-scan from user feedback, users are not easily finding the download button inside the overflow menu, but it also threw users off who came from the accessibility assessment view because the download report icon looked different. to be consistent in both views, we're changing the overflow button to be the same report icon in the accessibility assessment.
