No more than one 'contentinfo' landmark should be allowed within any document or application role #3793

Per Aria 1.2, within any document or application role, no more than one element with the contentinfo role. This can be a fix to the current rule (such as Rpt_Aria_ContentinfoWithNoMain_Implicit), or a new rule. This might have other impact, for example, because the element with 'contentinfo' landmark can get its semantics from the parent document or application, is the "Rpt_Aria_MultipleContentinfoLandmarks_Implicit" rule still needed assuming each document or application already has a unique semantics? Also if a 'contentinfo' is in a document or application, is Rpt_Aria_ContentinfoWithNoMain_Implicit rule is needed? I don't find a relative spec requirement on this.
