Investigate rule differences between ACT fail case and Checker reporting passing and/or inapplicable for the following:

HTML page lang and xml:lang attributes have matching values

Inapplicable Example 1 untested - WCAG20_Html_HasLang:Pass_0,Fail_4,Fail_5

Inapplicable Example 2 untested - WCAG20_Html_HasLang:Pass_0,Fail_4,Fail_5

Inapplicable Example 3 untested - WCAG20_Html_HasLang:Pass_0,Fail_4,Fail_5

Inapplicable Example 5 passed - WCAG20_Html_HasLang:Pass_0,Fail_4,Fail_5

Inapplicable Example 6 passed - WCAG20_Html_HasLang:Pass_0,Fail_4,Fail_5

Inapplicable Example 7 passed - WCAG20_Html_HasLang:Pass_0,Fail_4,Fail_5

Make recommendation:

[ ] Either fix Checker rue, or make recommendation to fix ACT rule and/or testcase [ ] Open issue
