[New] Add documentation for pip HTTP proxy configuration

What documentation would you like added?

Using proxy argument on command line isn't used in all cases, but seems to need to be added in pip config. This should be documented with our proxy docs (or python docs). See this issue for more details: https://github.com/IBM/ibmi-oss-issues/issues/47
