docker-compose troubleshooting

Issue description

While working on IBM/Kubernetes-container-service-GitLab-sample#26, I ran into trouble with docker-compose. We have no troubleshooting section of our documentation to help users is such cases.

Request

Add basic trouble shooting information.

Brief list of steps I followed

  1. Run per docs
  2. When unable to load localhost:30080, try nc or nmap
  3. Run on different system
  4. Repeat steps
  5. Check firewall
  6. Port scan locally and remote
