Just not working

I am very new to OSC stuff but not new to C#, Unity, or computers overall. I spent a while trying to understand this OSC stuff and I came this page to try it out and maybe understand this stuff a bit more.

I followed your steps exactly and I just cant get it to work. I am sure I am missing something as I did not even have an OSC folder in my directory (%appdata%).

Tangent (deviate from topic): I would really like to understand this stuff cause coding my own OSC features would be pretty cool. Theres just so many github pages from 7 years ago to 1 month ago (from swift to Rust to python, etc.) with not a lot of good explanation as to how to get started making your own stuff. Quite a learning curve it seems. If you have any recommendations as to how I can get to learning and understanding this stuff that would be much appreciated c:
