[BUG]: Need an alert when kicking the Czar that this will end the game

Expected Behavior

When you kick the czar it would be nice to have a pop up saying "If you kick the Czar the game will end, are you sure you want to do this"

Actual Behavior

Kicks the czar without letting players know it will end the game

Replication Steps & Data

1. Set up the game. Host on one device and join as players from other devices or windows/tabs
2. from the host screen go to the settings menu and kick whichever player is Czar
3. observe the game ending

As a player, I want to be alerted that kicking the czar will end the game and be asked to confirm this decision, so that I don't end the game unless I really want to
