Error: Plugin Phpunit could not be found

Currently trying to set up Phpunit so I can use it to test my application using cakephp. However after following your instructions and making sure I load the plugin in Config/bootstrap.php it still cannot find the plugin! I was wondering if you would know what the issue possibly is?
