Add "Show On-Screen Buttons" as a toggle in General Settings

Did some modifications to source code for a On-Screen Buttons toggle within the General Settings menu. This toggle enables/disables the On-Screen Buttons on the Android touch screen and saves the setting between sessions for the user's convenience.

This is a great feature for Android users. I always play with a controller, so I'm always disabling the controls after booting a game.
